Boggs, Cowan & Fargione is a Georgia law firm based in Watkinsville, representing individuals and families in personal injury, family law, and civil litigation matters throughout the state.

Attorney | Founder
Attorney Lucas Cowan began his legal career as a prosecutor in 2016 with the State of Georgia, handling felony and misdemeanor cases in the Southwestern and Western Judicial Circuits. He then moved into private practice in 2019 when he began work as trial attorney for the nation’s largest insurer. His prosecutorial and defense experience give him an understanding as to how opposing counsel, judges, juries, and insurance adjusters evaluate cases by drawing on his understanding of both sides of the table. This unique background shapes how he approaches the difficult matters that his clients face throughout Athens, Northeast Georgia, and statewide.
Mr. Cowan devotes a substantial part of his practice to helping those who have been seriously injured by the negligence of other parties and/or corporations. He also assists the firm with family/juvenile law, conversion of timber, and civil litigation matters. He is admitted to practice before all State and Superior Courts in the state of Georgia, the Georgia Court of Appeals, and the Georgia Supreme Court. He is also admitted in the Middle District of Georgia in the Eleventh Circuit of the United States Court of Appeals.
He is a member of the Georgia Trial Lawyers Association, The National Trial Lawyers, and The Western Circuit Bar Association. He also serves as an Associate Magistrate Court Judge in Walton County Magistrate Court. In his spare time, he enjoys spending time with his family, UGA Athletics, and golf. He was the 2026 Men’s Match Play Champion at The Georgia Club.

Alfred “Al” Fargione has been a trial attorney since 2011, specializing in family law and handling hundreds of divorces, child custody, legitimation, child support, and custody modification cases. With an advanced tax law degree, Al offers a unique perspective, skillfully navigating complex multi-million-dollar estate divorces and cases for everyday clients with a personal touch. Fearless in the courtroom, he has tried hundreds of trials and is adept at trial work before judges and juries throughout the state of Georgia. Beyond family law, Al represents clients facing serious felony charges like rape, aggravated assault, and narcotics trafficking, as well as misdemeanor offenses including family violence battery, DUI, and minor in possession. He also advocates for companies in civil litigation and individuals pursuing serious personal injury claims against insurers and at-fault parties.
Al does not have a lot of free time, but he enjoys spending any available time with his family and serving his community.

Luke Boggs is a founding partner of Boggs, Cowan & Fargione LLC, where he represents individuals and businesses in high-stakes civil litigation. Luke fights for you and your rights in complex civil disputes, constitutional and civil rights litigation, and on appeal.
Business & Commercial Litigation. He represents businesses from small operators to established companies in high-stakes commercial disputes, including breach of contract, business breakups, and other contested corporate matters.
Government & Regulatory Disputes. When a government agency, local government, or public institution oversteps its authority, Luke takes the fight to court. He has obtained rulings striking down agency rules and orders that violated due process, exceeded statutory authority, or improperly restricted his clients’ right to operate their businesses including summary judgment and appellate victories that reversed unlawful government action. Luke also advises and litigates for clients seeking transparency from government agencies, including open records requests and challenges to agency and law enforcement decision-making.
Appellate Practice. Luke has briefed and argued appeals before the Georgia Court of Appeals, both overturning unfavorable decisions and protecting favorable ones on review.
Construction & Real Property. Luke’s litigation practice includes construction disputes, property rights matters, and inverse condemnation actions against local governments representing owners and businesses harmed by defective work, improper liens, or unlawful takings of property.
He is admitted to practice before all State and Superior Courts in Georgia, the Georgia Court of Appeals, and the Georgia Supreme Court, as well as the U.S. District Court for the Middle District of Georgia and the U.S. Court of Appeals for the Eleventh Circuit.
Luke graduated cum laude from the University of Georgia School of Law and from the School of Public and International Affairs with a Master of Public Administration in 2021.
Prior to law school, Luke graduated cum laude from the University of Georgia with a Bachelor of Arts degrees in both History and Political Science. Between his undergraduate and legal studies, Luke served as Chief of Staff to State Representative Spencer Frye and worked for Athens Area Habitat for Humanity.
Luke lives in Watkinsville, Georgia, with his wife, Bryce, their sons Van and Harrison, too many dogs, and a cat.
